Highway 412 runs due north from the 401 at Whitby up to the 407, it is free to drive, and it turns what is otherwise a grim westbound morning into a manageable one. Before about 5:45am the 401 is empty and shorter and there is no argument; after about 6:15 the 412 and the tolled 407 will usually save 20 to 30 minutes and, more usefully, make the arrival time predictable to within a few minutes rather than half an hour. Pearson is roughly 72 kilometres from central Whitby, so an 8am international departure sits on a door time around 4:25, and Brooklin adds ten minutes on top because it has to come down Baldwin or across to the 412 before the trip really begins. The town spreads a long way north to south: Port Whitby and the marina at the bottom, the older streets around Dundas and Brock, the Thickson Road and Consumers Drive business parks, Durham College's Whitby campus on Champlain, and then the gap of green before Brooklin at the top. Each of those is a different distance from the highway. Whitby also generates a steady stream of corporate work along the 401 corridor, and visitors coming in from Pearson to a Thickson Road address at 4pm need someone who knows what the eastbound 401 does at that hour.

Does it cost more from Bowmanville than from Pickering?

What changes is the clock rather than the coverage: a north-end address has to get back down to the 401 or across to the 407, and that is ten to twenty minutes before the trip properly starts. It is built into the door time you are given, not discovered on the morning.
